Minutes for August 6, 2014 Selectmen’s Meeting

  • Call to Order
The meeting was called to order at 7:03 PM.



  • Pledge of Allegiance
Jean C. Harmon, Vice Chair led the pledge.



  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes July 30, 2014
Approved 4-0-1



  • Discussion held between 5:00 & 7:00 p.m.
Chief Grovo met with the Board to introduce a full-time Police Officer, Kevin Champagne, who has been working as a reserve for Buxton.  

The Selectmen had a couple of tax questions from LeeAnn Pratt about whether or not properties were to be in the Town of Buxton’s name.

The Board had some payroll questions that got answered.  

The Fire Chief came in earlier and talked with some of the Selectmen about an incident he was having and the best way to handle that and the Board is hoping that has been resolved.



Around 6:30 the Board did the Boston Post Dedication.  The cane was presented to Teivy Manuel who is a spry 97.  Selectman Harmon said she looked fabulous and had a lot of family members here.  The presentation was recorded and hopefully a lot of people will see that.



  • Review of Correspondence
  • Email from Don McKenna, Maine DOT – Re:  Route 4a Bridge Posted to 10 Tons effective immediately


  • Review of Projects and Issues
Selectman Santolucito reported he spent some time down at the Keep the Heat On fundraiser at Aubuchon Saturday.  He thought it went well and thanked all the volunteers, Aubuchon and Jaques for sponsoring it.  Selectman Santolucito said he was in the dunk tank for a little over an hour and said everything went great and it was for a good cause.

Selectman Harmon thanked him for stepping up to the plate and taking a turn in the dunk tank.

Selectman Burns has been in the office most days.  He said he met with Public Works a couple of times this week on a few issues.  He stopped by the EMA building today where there is a crew of 3 people working on the tower.  He said it is something that the town is upgrading.  They are going to be replacing some of the guy wires with heavier guy wires, attaching the tower itself to the building which it has not been for some time and adding some new antennas on the very top of it.  They are going to do some work today and tomorrow and they are going to be back in another week to finish up on it.  Other than that Selectman Burns has been in checking the mail and finding out if anything else needs to get done.  

Selectman Booker reported that last Thursday morning she went to a re-cap that Tashia Pinkham held for Community Days.  She shared some specifics on the meeting and said mostly they talked about things they can do to improve and how they set up on Depot Street.
Selectman Booker was here all day last Friday for Police Department interviews and as a result of that we have one full-time Officer and two Reserve Officers.  Selectman Booker said she had a discussion with the Transfer Station Manager and Fred Farnham about a property that the Town had to do some clean up on.  They had been there with someone from DEP and said that went very well.  Selectman Booker talked with Chief Grovo and one of the officers about how things are going at Pleasant Point Park, and had a discussion with the Fire Chief about the voter repeaters.  



Selectman Harmon sat in on the interviews all day Friday for the Police Department and she said she thinks that went well.  She was unable to participate in the last interview on Monday but feels that the candidate that was chosen was a very strong candidate.  She said when the Fire Chief was in earlier he mentioned that they have made a decision on which vendor to go with on the new fire truck.

Selectman Harmon reported that the Tax Collector is working on the next set of tax bills to go out and Selectman Harmon will be working on some reports that the Board has to complete and send in to the State.



  • Old Business
Demolition of old Town Garage – Selectman Emery was going to give us a report on this project but is unable to be here tonight.  Selectman Harmon said she does not know if he has been able to meet yet with the contractor who is doing the estimate and our Public Works Director has been on vacation.

Davis Road – The Board was going to talk about Davis Road tonight as far as going forward with a meeting with the owner of the road and trying to get that issue resolved.

E.O. 141508003 – An order to approve the hire of Kevin Champagne as a full-time Police Officer starting August 17, 2014, at a pay rate of $20.96 per hour.

  • Executive Orders by Initiative
E.O. 141508004 – Selectman Burns started to read an order to award the paving contract but the Board did not have the details of what the price per ton was.  After a very brief discussion they agreed to do the order next week when they have that information.  There was no vote.

  • Other Business
United Way of York County is partnering with local groups and other nonprofit organizations to provide school supplies to children in York County who are in need.  We have applications here on the front counter or if you need more information you can call us here at 929-5191.



  • Public Comments and Questions
Selectman Booker said she tried to get down to see Dennis on the dunk tank but by the time she finished at the Transfer Station and got back there he was no longer the one sitting there.

Selectman Harmon said the Board truly appreciates the fundraising that Aubuchon does.  They are a true partner in this community, always helping out various organizations and willing to go above and beyond.  For the past several years they have raised significant money for Keep the Heat On and the Board really appreciates it.





Selectman Harmon added that the Board also appreciates Dennis for being there and Cliff last year.  She thanked people for returning cans and bottles, other organizations, and people who have helped us out with donations.  She said it is a year round effort to raise money for Keep the Heat On and we appreciate everything that these people do to help us.
